Carolyn S. Franklin is a Partnership Specialist for the 2020 Census and was a Partnership Specialist for the 2010 Census. Her role is to form Community Partnerships and assist in creating Complete Count Committees to promote the 2020 Census. It involves development and growth of Partnerships with Federal, State and Local governments, Area Development Districts (ADD), Businesses, Chambers of Commerce, Civic, Faith Based and Health Organizations, Media, Military, Non-Profits, and School Staffs for Statistics in Schools initiative. She manages community relations and outreach, conducts meetings and presentations and organizes and attends events. In 2010, the Kentucky Partnership Team accomplished creation of significant partnerships, increasing Census participation. The outcome was a substantial growth in Census participation rate for Kentucky, from 28th in 2000 to 8th in 2010. The enhanced population data resulted in increased funding for KY over the past 10 years. For 2020, we are working to build on that and increase Census Count for 2020. Carolyn’s degrees are: Bachelor’s in Communications and Master of Public Administration. She has an extensive background in community advocacy through building partnerships with businesses, civic and community organizations, governments, non-profits, and officials. Most recently, she was Outreach Director for Brain Injury Alliance of Kentucky, an organization she volunteered with in the past. Before that, she was Director of Community Relations at Kentucky Health Cooperative.
